Roles & Responsibilities

Role Purpose

Plan, secure, and manage all telecom/ICT NOCs, duct routes, building entry, risers, and service activations with e&/du from design to handover—ensuring compliant infrastructure, timely approvals, and active services—while accounting for Sharjah weather and traffic/logistics constraints.


Scope (typical for Category-3 G+3)

  • OSP (outside plant): provider duct tie-ins, road crossings, handholes/manholes, micro-/multi-ducts, draw ropes, BEP (Building Entry Point).

  • ISP (inside plant): BEP cabinet/ODF, backbone fiber to MDF/IDF, risers/trunking, trays, grounding/bonding, labeling, apartment/office last-mile conduits.

  • Services: fiber pull/splicing, OTDR & continuity testing, number/Internet activation coordination, shared antenna/SMATV and IPTV interfaces (if specified).


Key Responsibilities

1) Pre-Design & Coordination

  • Collect provider constraints: nearest network, spare ducts, connection policy, BEP location, riser sizing, setback/wayleave limits.

  • Advise architect/MEP on builder’s works (duct sizes/quantities, BEP/MDF/IDF room requirements, clearances, penetrations, firestopping).

  • Arrange utility detection/trial pits where OSP crosses public ways; coordinate survey/as-built base maps.

2) Submissions & Approvals (e&/du & Municipality)

  • Prepare and submit NOC packages: OSP route drawings, cross-sections, handhole details, TMPs (Traffic Management Plans), ISP layouts (BEP/ODF/MDF/IDF), labeling and grounding schemes.

  • Track comments, re-submissions, and appointment bookings; maintain a live authority tracker with target vs. actual dates.

3) Installation Oversight (OSP & ISP)

  • Secure permits for road cutting/occupancy and supervise duct laying, handholes, mandrelling/proving, and reinstatement to standards.

  • Oversee BEP/ODF installation, fiber backbones, risers/trays/conduits, firestopping, and separation from power per provider/TIA requirements.

  • Coordinate ELV endpoints (FTTH/FTTB, voice/data outlets) and apartment/shop pull strings.

4) Testing, Activation & Handover

  • Plan and witness OTDR/optical loss and continuity tests; ensure splice records and loss budgets meet provider specs.

  • Coordinate service activation (voice/data/Internet), numbering, and CPE handover.

  • Compile as-built drawings, splicing diagrams, labeling schedules (TIA-606), test reports, warranties, and provider acceptance letters; train client/FM on basic checks.

5) HSE, Quality & Public Protection

  • Implement method statements/ITPs for trenching, cable pulling, splicing, and work at height; enforce barricading, lighting, and safe pedestrian routes.

  • Protect existing utilities; manage confined-space entries (handholes/manholes) and LOTO around electrical interfaces.

6) Programme & Reporting

  • Issue a detailed telecom programme aligned with the baseline (design, NOCs, OSP works, ISP fit-out, testing, activation).

  • Provide weekly reports: approval aging, upcoming inspections/appointments, risks, and recovery actions.


Weather & Traffic Considerations (Sharjah/UAE)

  • Heat & Humidity:

    • Schedule trenching/pulling and rooftop/ façade works early morning/evening; comply with MOHRE summer midday break.

    • Protect fiber reels, panels, adhesives, and heat-sensitive components from direct sun; ensure BEP/MDF rooms are ventilated and within ambient limits.

  • Dust/Sand:

    • Use dust suppression on cutting/excavation; keep ducts/handholes clean before proving/splicing; protect ODFs and connectors with caps until T&C.

  • Occasional Rain/Flash Water:

    • Provide temporary drainage for open trenches/handholes; re-inspect compaction and ducts after rain; seal entries to prevent water ingress.

  • Traffic & Access:

    • Prefer off-peak/night works for road crossings; obtain SRTA/Police permits; deploy banksmen, signage, barriers, and lighting.

    • Coordinate with school/prayer times and neighboring businesses to minimize disruption.


Qualifications & Experience

  • Diploma/Bachelor’s in Telecom/ICT/Electrical/Civil (or equivalent).

  • 7–10+ years UAE/GCC experience with e&/du liaison, OSP/ISP build, and service activation on building projects.

  • Strong knowledge of provider standards and relevant codes (e.g., TIA-568, TIA-569, TIA-606, TIA-607, ISO/IEC 11801), firestopping, and separation rules.

  • Competent with CAD mark-ups and MS Office trackers; English required, Arabic an advantage; valid UAE driving license.

  • Service activation (voice/data/Internet) achieved to programme.

  • Complete as-builts/test dossiers accepted on first submission.
