Plan, coordinate, execute, and document pre-commissioning, testing, functional performance, and integrated cause-&-effect for all building systems so the project achieves authority approvals and a clean handover—on programme, safe, and suited to Sharjah’s climate and logistics.
HVAC: DX ducted splits / mini-VRF / package units, FA/EF/SF fans, stair/lobby pressurization (if specified).
Electrical/Power: MDB/SMDB/DBs, emergency/exit lighting, earthing/LP, (generator/UPS/PV if any).
Plumbing/Drainage/Storm: pumps, heaters, PRVs, chlorination witnessing, roof/balcony drainage.
Fire & Life Safety: addressable FA, emergency voice/PA (if any), wet riser/hose reels, fire pumps & tank, dampers/pressurization interfaces, lift recall.
ELV/ICT/Security: structured cabling, CCTV, access control, intercom/SMATV/PA.
Vertical Transport: passenger lift(s) (MRL/MR).
Develop the Commissioning Plan, Cx matrix, and system boundaries; define pre-functional checklists (PFCs), functional performance tests (FPTs), and integrated test scripts.
Build the Cx schedule aligned with baseline (power-on, wet tests, TAB, FA pre-test, pump tests, lift pre-test, integrated testing, training, seasonal tests).
Chair Cx readiness meetings; verify access, permits, calibrated instruments, sample test areas, and safety controls.
Review as-installed vs. approved drawings; verify nameplates, rotations, safeties, protection settings, labels/tags, dampers/valves positions, and controls wiring.
Witness electrical IR/continuity/earth tests, pipe pressure tests & chlorination results, duct leakage (if specified), insulation integrity, and equipment start-up procedures.
HVAC: start/stop, safeties, superheat/subcool (DX), airflow & temperature checks, FA/EF interlocks, pressurization DP where applicable.
Electrical/Lighting: panel functional checks, breaker settings, lux and emergency duration, ATS (if generator), UPS discharge (if any).
Plumbing: pump auto/hand, PRV set-points, hot water circulation balance, fixtures flow/temperature spot checks.
Fire & Life Safety: FA point-to-point evidence review; fire pumps duty/standby/jockey logic & curve, emergency/exit lighting duration, extinguisher/hose-reel readiness.
ELV/Security: device bring-up, PoE loads, camera streams/recording, access control I/O and door release logic.
Lift: ride checks, door forces, ARD/rescue, basic recall prior to integrated tests.
Execute and document integrated sequences: alarm → FA logic → PA/alarms → door releases → lift recall → AHU/fan shutdown or start → pressurization/damper actions → fire pump start; record timings & results.
Coordinate and attend SCD and consultant witnessing; close comments quickly and re-test as needed.
Coordinate TAB for air and (if applicable) water systems; verify setpoints vs. design, diversity assumptions, and space conditions; sign off final TAB report.
Maintain Cx issues log, PFCs, FPT sheets, integrated test reports, trend logs, calibration certificates, redline as-builts, and training agendas.
Review O&M manuals, spares lists, asset registers; deliver Systems Manual/Commissioning Dossier and training sign-offs.
Drive 2/4/12-week Cx look-ahead; align vendors (lift, FA/FF, HVAC, ELV) and long-lead tests; flag risks/mitigations early.
Enforce lock-out/tag-out, hot-work & pressure-test controls, confined-space rules (tanks/shafts), working-at-height for fans/louvers, and safe load-bank/lift tests where applicable.
Heat & Humidity:
Schedule rooftop/pump-room & outdoor works early morning/evening; comply with MOHRE summer midday break.
Expect elevated condensing temps and derating on DX units; verify clearances/ventilation for condensers, electrical & pump rooms; allow longer cure/dry times for sealants/adhesives.
Stabilize indoor conditions before final TAB/FPT (avoid testing with open façades or unconditioned spaces).
Dust/Sand:
Require coil/filters clean before T&C; keep panels/ODFs closed; verify duct cleanliness and purge debris prior to airflow testing; protect sensors & door tracks (lift).
Occasional Rain/Coastal Influence:
Check pits/tank rooms for water ingress; confirm roof penetrations & louvers are sealed; prefer corrosion-resistant fixings where specified; re-inspect scaffolds/edges after rain.
Traffic & Logistics:
Plan off-peak/night deliveries for large equipment and any load-bank trucks or crane activity; arrange SRTA/Police permits if road occupation affects testing (e.g., hydrant/flow tests).
Keep emergency/inspection routes clear; protect finished areas during moves.
Bachelor’s/Diploma in Mechanical/Electrical Engineering (or equivalent).
7–10+ years commissioning on UAE/GCC low/mid-rise projects.
Working knowledge of UAE Fire & Life Safety Code, SEWA practices, and project standards (ASHRAE/SMACNA/NFPA/IEC/EN as specified).
Strong diagnostics, sequence logic, and documentation skills; English required (Arabic an advantage). Valid UAE driving licence preferred.
