Lead all pre-contract estimating and post-contract commercial activities to deliver accurate costs, robust subcontract packages, timely payments, and compliant variations/claims, aligned with Sharjah Municipality, SEWA, and Civil Defense requirements and with allowances for weather and traffic/logistics constraints.
Develop detailed cost estimates for G+3 scope (substructure, superstructure, envelope, finishes, MEP, external works, preliminaries).
Prepare BOQs (POMI/CESMM) with clear descriptions, work breakdowns, and measurable take-offs from IFC/shop drawings.
Build unit-rate analyses (labor, plant, materials, wastage, productivity, logistics) with UAE market data and supplier/subcontract quotes.
Include authority and statutory costs (SEWA applications/metering, Civil Defense testing, SRTA permits, Bee’ah/waste, inspection fees).
Produce risk & opportunity registers and tender qualifications/assumptions; support value engineering options.
Establish project cost plan and budget; map to baseline programme and procurement schedule.
Maintain commitment vs. budget tracking, change registers, and monthly cost/value reconciliations.
Prepare interim valuations/payment applications with substantiation; certify subcontractor IPCs.
Lead variations/claims: scope identification, measurement, rate-build, EOT cost interfaces; compile priced change orders with narratives.
Support final account negotiation and close-out.
Produce and audit take-offs (civil, architectural, MEP) from drawings and site; verify as-built quantities.
Keep contemporaneous records: site diaries, marked-up drawings, delivery tickets, MIR/WIR, RFI responses.
Draft ITT/RFQ packages, scope of works, and LOIs/LOAs; align technical/QA/HSE requirements and interface points.
Perform technical–commercial evaluations, recommend awards, and negotiate rates/terms (payment milestones, retention, LDs).
Monitor supplier performance, delivery schedules, and compliance with storage/installation requirements.
Ensure all commercial submissions reflect Sharjah Municipality approvals, SEWA load applications, Civil Defense cause-and-effect/TVC sequences, and any SRTA traffic permits affecting costs/time.
Apply relevant standards: FIDIC (1999/2017), POMI/CESMM, local specifications.
Issue weekly/monthly commercial reports: cost to complete (CTC), forecast at completion (FAC), cash-flow/S-curve, variation exposure, procurement status.
Work with Planning on EVM indicators (SPI/CPI) and time–cost integration.
Heat & Humidity:
Build derated productivity and extended curing allowances into rates and programmes (concrete, waterproofing, paints, sealants).
Increase wastage and protection factors for temperature-sensitive materials (joinery, adhesives, membranes, MEP equipment).
Price midday summer break impacts (extra shifts, lighting, supervision) and temporary cooling/shading.
Dust/Sand Events:
Allow for additional cleaning, filter changes (HVAC/FA), re-priming/repairs to finishes, and dust-control measures in preliminaries.
Occasional Rain/Coastal Effects:
Include weather contingency for roof/balcony waterproofing windows and corrosion-resistant fixings/sealants near coastal areas.
Traffic & Logistics:
Price off-peak or night deliveries, SRTA/Police permits, traffic marshals/banksmen, and small-lot deliveries for narrow streets/school zones.
Factor crane/machine standby costs due to access constraints; plan laydown/storage to minimize double handling.
Bachelor’s in Quantity Surveying/Commercial Management/Civil Engineering (or equivalent).
8–12 years QS/estimating experience with 3+ years in UAE/GCC; proven delivery on low/mid-rise residential/commercial projects.
Strong knowledge of FIDIC, POMI/CESMM, local authority processes (Sharjah Municipality, SEWA, Civil Defense, SRTA).
Proficiency in CostX/Planswift/CCS Candy, Excel/Power BI, AutoCAD/Bluebeam; Primavera/MS Project (read & align).
Excellent written and verbal communication; English required, Arabic an advantage.
