Own the project time controls from tender to handover: develop and maintain the baseline programme, resource/cost loading, look-ahead schedules, progress measuring, dashboards, and delay analysis to deliver the project on time and within budget, aligned with Sharjah Municipality, SEWA, and Civil Defense milestones and considering weather and traffic/logistics constraints.
Prepare baseline programme (Primavera P6/MS Project) with WBS tailored to Category-3 scope (substructure, superstructure, envelope, MEP first/second fix, finishes, testing & commissioning, authority inspections, and handover).
Develop methodology, construction sequence, logic ties, and critical path; include procurement schedule, long-lead items, shop drawings and authority approvals (Sharjah Municipality, SEWA, Civil Defense).
Prepare resource and cost loading, productivity norms, and cash-flow/S-curve.
Issue 4-week and 12-week look-ahead schedules integrated with procurement, logistics, and subcontractor plans.
Coordinate site sequence with MEP/finishes to minimize rework and respect inspection/test hold points.
Maintain a live risk register (time risks: late approvals, utility tie-ins, road permits, extreme heat, dust events) with mitigations and float management.
Establish progress measurement system (EVM: PV/EV/AC), define physical % complete rules (e.g., IFC/Shop/Approval/Delivery/Install/Close).
Update programme weekly/monthly; re-forecast dates; highlight variance to baseline, slippage and critical/near-critical paths.
Issue weekly dashboards: progress histograms, SPI/CPI, manpower and equipment curves, procurement and submittal logs, and authority approval status.
Lead coordination meetings; align stakeholders on priorities and recovery actions.
Maintain contemporaneous records (site diaries, inspection logs, obstruction notices).
Perform forensic schedule analysis (Windows/TIA, as-planned vs as-built) for EOT and disruption; prepare delay event registers and narratives with impacted logic and fragnet insertion.
Support QS/Contracts with variation time impacts and negotiation backup.
Build realistic durations for SEWA power application/metering, Civil Defense (FA/FF cause-and-effect/TVC), and Municipality inspections; protect float for re-submissions.
Sequence T&C, TAB, pre-commissioning, training, snagging/de-snagging, and document deliverables (O&M/As-builts) to meet Completion Certificate.
Integrate MOHRE summer midday break into planning; front-load weather-sensitive activities (waterproofing, external sealants, lifts) to cooler periods.
Coordinate delivery windows, SRTA/Police permits for night/off-peak deliveries, and road occupations or crane setups; maintain a traffic management plan.
Heat & Humidity: Build calendars with restricted working hours in peak summer; apply derated productivity norms; plan early-morning/evening shifts; include curing and manufacturer-recommended dwell times for adhesives/paints/roofing.
Dust/Sand: Allow time for protection/cleaning cycles; schedule filter changes and pre-commissioning repeats; include contingency for dust storms.
Occasional Rain/Coastal Effects: Provide float for waterproofing windows, façade sealants, and roof works; protect finishes during humidity spikes.
Traffic/Access: Model logistics constraints: narrow streets, school hours, prayer times, and peak congestion; time-slice deliveries of stone, glass, joinery; coordinate night deliveries where feasible.
Bachelor’s degree in Civil/Construction/Mechanical/Electrical Engineering (or equivalent).
7–10+ years planning experience (at least 3 years in UAE/GCC), including low/mid-rise residential/commercial projects.
Expert in Primavera P6; strong MS Project, Excel/Power BI (dashboards), and AutoCAD/Bluebeam for take-offs.
Working knowledge of AACE/SCL protocols for delay analysis.
Familiar with Sharjah Municipality, SEWA, Sharjah Civil Defense processes and typical approval sequences.
