Job Description

Roles & Responsibilities

Role Purpose

Plan, supervise, inspect, and hand over all scaffolding and access works (tube & fitting and system scaffolds) for a Category-3 G+3 building, ensuring compliance with Sharjah Municipality requirements, company HSE/QA procedures, and relevant standards, while accounting for weather and traffic/logistics constraints.


Key Responsibilities

1) Planning & Design Control

  • Define scaffold requirements by zone (perimeter façade, internal birdcages, stair towers, loading bays, edge protection, mobile towers).

  • Raise Scaffold Design Requests and review vendor/engineer drawings (load class, bay sizes, tie patterns, foundations/sole boards, bracing, guardrails/toe boards, debris netting/fans, access).

  • Maintain a Temporary Works Register, method statements, risk assessments, lift plans (for material hoisting), and rescue plans for work at height.

  • Coordinate scaffold interfaces with façade, blockwork/plaster, MEP, and finishes to minimize clashes and rework.

2) Erection, Modification & Dismantling

  • Supervise setting-out and erection per approved drawings: base plates/sole boards, standards, ledgers, transoms, ties/anchors, bracing, stair towers/ladder access, platforms, edge protection.

  • Enforce exclusion zones and tool lanyards during erection/dismantling; ensure no unauthorized alterations.

  • Implement the scaffold tagging system (e.g., Red/Yellow/Green) and lock-off incomplete or unsafe sections.

3) Inspection & Handover

  • Conduct and document initial handover inspections, weekly/routine inspections, and post-event inspections (after high winds, heavy rain, impact).

  • Issue handover certificates, maintain inspection registers, and close defects/NCRs within agreed time.

  • Verify plank integrity, coupler torque, verticality/level, clear access, safe working load signage, and that netting/sheeting has adequate extra ties.

4) Public Protection, Permits & Authorities

  • Plan public protection: debris netting, brickguards, fans/catch platforms, hoardings, covered walkways, signage, night lighting.

  • Coordinate permits/NOCs with Sharjah Municipality, SRTA/Police (if occupying/closing roads or sidewalks), and arrange third-party inspections where required.

  • Ensure compliance near escape routes and entrances; maintain clear egress at all times.

5) Materials, Logistics & Housekeeping

  • Inspect and segregate damaged tubes/boards/couplers; manage inventory, storage racks, and corrosion control.

  • Stage materials close to work faces without overloading slabs; maintain tidy, barricaded laydown zones and safe crane/pump access routes.

  • Plan deliveries/returns with Procurement to match programme and site constraints.

6) HSE Leadership & Training

  • Lead toolbox talks (falls, manual handling, dropped objects, electrical proximity, hot work interfaces).

  • Ensure all scaffolders have valid training/competency cards; verify harnesses, lanyards, anchors, and rescue kits.

  • Enforce LOTO near live services; coordinate with HSE on incident reporting and drills.


Weather & Traffic Considerations (Sharjah/UAE)

  • Heat & Humidity:

    • Schedule heavy erection/dismantling for early morning/evening; comply with MOHRE summer midday break.

    • Implement heat-stress controls (hydration, shaded rest, buddy system). Handle hot metal parts with gloves; avoid adhesive/sealant work during peak temperatures unless specified.

  • Wind & Dust/Sand:

    • Monitor wind with an anemometer; stop work and re-inspect per manufacturer/engineer limits after strong winds.

    • Increase ties/bracing when using sheeting or debris netting; remove/secure sheeting ahead of forecasted high winds.

    • Protect couplers/boards from sand ingress; clean bearing surfaces before re-tightening.

  • Occasional Rain/Coastal Effects:

    • Suspend work on slippery platforms; verify sole boards and foundations after rain; use corrosion-resistant components as specified.

  • Traffic & Access:

    • Plan off-peak/night deliveries of scaffold materials; obtain SRTA/Police permits for roadside scaffolds, pavement closures, or crane setups.

    • Provide banksmen, barriers, lighting, and detours; coordinate with schools/prayer times to minimize congestion.


Qualifications & Experience

  • Advanced/Certified Scaffolding Supervisor (e.g., CISRS/ACTVET/TÜV or equivalent) with 7–10 years scaffolding experience (min 3 years UAE/GCC).

  • Proven supervision of system and tube-and-fitting scaffolds on low/mid-rise RC buildings.

  • Competent in reading scaffold design drawings, issuing permits, and leading inspections/handover.

  • Working knowledge of relevant standards (e.g., EN 12811, manufacturer manuals) and UAE HSE regulations.

  • English required; Arabic/Urdu/Hindi an advantage. Valid UAE driving license preferred.


Tools & Equipment (Typical)

Anemometer, torque spanner, spirit/laser level, scaffold spanners/keys, harness with shock-absorbing lanyard, rescue kit, tag system, edge protection kits, debris nets/fans, barriers and lighting.

  • Scaffolding available to programme; minimal disruption to façade/MEP works.
