Job Description

Roles & Responsibilities

Role Purpose

Plan, obtain, and manage all SEWA approvals and connections—Electricity, Water and (if specified) Gas—from design through energization/activation, ensuring compliance with SEWA standards, project specifications, and Sharjah regulations, delivered safely and on programme with full documentation.


Scope (typical for Category-3 G+3)

  • Electricity (LV service): load estimation & diversity, SLD, MDB/SMDB ratings, earthing & lightning protection interfaces, meter room/cabinet requirements, service entry route/trench, CT or direct meters as per SEWA thresholds, temporary power, and final energization.

  • Water: demand/meter sizing, connection application, break-tank sizing & location, pumps/controls, backflow prevention, flushing & chlorination, meter activation.

  • Gas (if applicable): demand sheet, network/PRS location, safety clearances, leak tests, meter activation and Civil Defense interfaces.

  • Street/road works related to service routes: road cutting/reinstatement, duct/cable/water service crossings, permits and traffic management.


Key Responsibilities

1) Pre-Design & Due Diligence

  • Obtain base data: available feeder capacities, nearest point-of-connection, existing water mains, gas availability.

  • Advise design team on meter room/cabinet size & location, shaft/duct routes, service entry corridors, NOC setbacks.

  • Coordinate utility detection/trial pits and survey for proposed routes.

2) Submissions & Authority Approvals

  • Prepare and submit SEWA packages: load schedules & diversity calcs, SLD, earthing/LP details, meter room layouts, cable/water route drawings, trench/reinstatement details, water meter sizing sheets, (gas) demand/PRS drawings.

  • Track comments, manage re-submissions, and maintain a live SEWA tracker with target/actual dates and dependencies.

  • Secure material approvals (cables, ducts, LV panels, meters, valves, backflow preventers, etc.).

3) Site Execution & Inspections

  • Arrange permits/NOCs for road cutting/occupancy and coordinate Traffic Management Plans with SRTA/Police.

  • Supervise trenching/duct laying, thrust/road crossings, cable pulling, jointing/terminations, water service installation, chamber construction, valve boxes, and reinstatement to authority standards.

  • Coordinate SEWA/consultant inspections at hold points and close snags promptly.

4) Testing, Commissioning & Activation

  • Electrical: insulation/continuity, earthing resistance, LV panel pre-commissioning, witness SEWA tests, arrange energization.

  • Water: pressure tests, flushing & chlorination, bacteriological results, meter installation/activation.

  • Gas (if applicable): tightness tests, purging, safety interlocks, meter activation with Civil Defense interfaces.

5) Documentation & Handover

  • Maintain controlled registers (submittals, NOCs, permits, inspections, tests).

  • Deliver complete as-builts, test certificates, meter details/numbers, load sheets, warranties, and final SEWA approval/activation letters.

6) HSE & Compliance

  • Implement method statements and risk assessments for trenching, confined spaces, live-service proximity, lifting, and electrical isolation/LOTO.

  • Ensure compliant barricading, lighting, signage, and public protection around works.

7) Programme, Reporting & Coordination

  • Issue and maintain a detailed SEWA programme aligned to the project baseline (design, approvals, procurement, trenching, tests, energization).

  • Provide weekly updates: approval aging, inspection forecast, risks, and mitigation.


Weather & Traffic Considerations (Sharjah/UAE)

  • Heat & Humidity:

    • Schedule trenching/pulling, meter room works, and heavy handling early morning/evening; comply with MOHRE summer midday break.

    • Heat-stress controls: hydration, shaded rest, crew rotations; protect cables/panels and sealants from high-temp degradation; verify ventilation for meter/electrical rooms.

  • Dust/Sand:

    • Dust suppression during cutting/excavation; keep ducts/pipes clean before tests; protect open panels/meters from ingress; replace filters if used.

  • Occasional Rain/Flash Water:

    • Provide temporary drainage/sumps; protect trenches/chambers from erosion; re-inspect compaction before reinstatement.

  • Traffic & Access:

    • Prefer off-peak/night works for road crossings; maintain emergency access and pedestrian routes; arrange SRTA/Police permits and banksmen; coordinate with nearby school/prayer times to minimize disruption.


Qualifications & Experience

  • Company/agent with proven SEWA liaison track record in Sharjah.

  • Lead Engineer: Diploma/Bachelor’s in Electrical/Civil/Mechanical (as relevant); 7–10+ years UAE/GCC utility approval experience.

  • Strong knowledge of SEWA standards, Sharjah Municipality requirements, SRTA permits, and Civil Defense interfaces (for gas/fire integrations).

  • Proficient with CAD mark-ups and MS Office trackers; English required, Arabic an advantage; valid UAE driving license.

  • Complete as-builts/test dossiers accepted on first submission.
