Job Description

Roles & Responsibilities

Role Purpose

Plan, coordinate, and control the technical delivery of G+3 projects in Sharjah—from pre-construction through handover—so that works are executed safely, on time, to specification, and within budget. Ensure strict compliance with Sharjah Municipality procedures, Sharjah Civil Defense (SCD) interfaces, SEWA utility requirements, and company contract terms (FIDIC-based), while proactively managing weather (heat, humidity, dust/fog) and traffic/permit constraints that affect sequencing and logistics

Key Responsibilities

1) Pre-Construction & Planning

  • Convert IFC drawings/specs into work packages, method statements, and ITPs; develop a rolling 2–6-week look-ahead aligned to the master programme (Primavera/MS Project).

  • Lead constructability reviews; identify long-lead or critical activities (elevators, façade anchors, waterproofing sequences, precast, switchgear) and secure early approvals.

  • Define temporary works needs (formwork/shoring/back-propping, crane pads, edge protection) and verification checks.

2) Technical Coordination (Civil/Structural/MEP/ELV)

  • Coordinate shop drawings, rebar BBS, builder’s works for MEP/ELV, façade/bracket interfaces, and SCD clearances; raise RFIs and close technical queries.

  • Maintain discipline coordination matrices and clash-resolution logs with the Technical Office/BIM.

3) Approvals, Submittals & Permits

  • Drive material submittals/MIRs and WIRs; ensure only approved materials are installed.

  • Track authority/consultant approvals against SLA; compile evidence and test certificates (CoC, third-party tests, MSDS, O&M, warranties).

  • Plan and obtain SRTA/Police permits for road occupancy/off-loading as required.

4) Site Execution & Supervision

  • Lead daily supervision of earthworks, foundations, concrete frames, masonry/plaster/screeds, waterproofing, façade brackets, finishes, and external works (roads/kerbs/interlocks/drainage).

  • Release workfronts only after setting-out verification (lines/levels/tolerances) with Land Surveyor; conduct pre-pour and post-pour checks.

  • Enforce hold/witness points per ITP; drive a first-time-right culture to minimize rework.

5) QA/QC & Documentation

  • Maintain live registers: RFIs, WIR/MIR, NCRs, drawing revisions/redlines, as-built updates, concrete/compaction/waterproofing/flood-test records, pull-out tests.

  • Close NCRs with quantified corrective actions; support consultant inspections and progressive handover documentation.

6) HSE & Temporary Works

  • Implement HSE plan, JHAs, lift plans, formwork/shoring checks, hot-work permits; verify barricading/edge protection.

  • Enforce MOHRE midday-break and heat-stress controls; ensure safe access/egress and housekeeping.

7) Weather & Traffic Planning (Sharjah-Specific)

  • Schedule early-morning/night pours and high-tolerance activities to mitigate heat and refraction; specify ice/chilled-water concreting if in the spec.

  • Monitor temperature/RH/wind for membranes, coatings, and sealants; use hygrometers and follow manufacturer limits.

  • Coordinate with Procurement/Logistics for off-peak deliveriesSRTA/Police permits, alternate routes, lay-down/staging areas; maintain a traffic calendar (school peaks, events, Ramadan).

8) Commercial & Change Control

  • Track progress quantities vs. BOQ; support QS on measurements, variation orders/claims, and subcontractor RA bills.

  • Drive productivity and waste reduction; prepare recovery plans for slippages.

9) Stakeholder & Reporting

  • Lead daily briefings with foremen/subcontractors; chair weekly coordination with Planning/QAQC/MEP/Survey/Procurement.

  • Interface professionally with Consultant/Client to secure timely approvals; issue concise weekly reports (progress/S-curve, quality, HSE, risks).

10) Handover & Close-Out

  • Compile handover packs: as-builts, test certificates, warranties, O&M manuals; coordinate snagging/de-snagging and authority sign-offs.

Category-3 Technical Scope (G+3 Focus)

  • Concrete works: cover/tolerances, anchor bolts/embeds, openings, curing regimes, dimensional control.

  • Waterproofing: substructure/retaining walls/roofs; detailing at penetrations; flood/adhesion tests.

  • Façade & Glazing: bracket setting-out, thermal breaks, movement joints, sealants.

  • Masonry/Finishes: plumbness/flatness, control joints, substrate prep, tolerance checks.

  • External Works & Drainage: invert levels, positive falls, manholes, backfilling/compaction, pavement layers, accessibility grades.

  • Temporary Works: formwork/shoring/back-propping, crane bases, lifting points.

Core Deliverables

  1. Approved Method Statements & ITPs for all civil packages.

  2. Rolling look-ahead schedule with manpower/equipment histograms.

  3. Submittal/Approval tracker (consultant/authority SLAs).

  4. Inspection packs (pre-pour, rebar, formwork, waterproofing, finishes).

  5. Up-to-date as-built drawings and coordinated redlines.

  6. Quality dossiers (test results, WIR/MIR logs, calibration certificates).

  7. HSE records (JHAs, toolbox talks, incident close-outs).

  8. Weekly progress reports; recovery plans when required.

Authority & Decision Rights

  • Release or hold/reject workfronts/materials based on drawings/specs/HSE.

  • Initiate RFIs and propose value engineering (no scope erosion).

  • Approve subcontractor method statements and WIRs within DOA; recommend changes affecting programme or cost.

Qualifications & Experience

  • BSc in Civil Engineering (or equivalent).

  • 5–8+ years UAE site experience, including G+3 projects; Sharjah experience preferred.

  • Working knowledge of Sharjah Municipality workflows, SCD/SEWA interfaces, FIDIC, and local HSE rules (incl. MOHRE midday break).

  • Proficient with AutoCAD, MS Project/Primavera basics, MS Office; BIM/CDE familiarity (Aconex/Procore) is a plus.

  • Valid UAE driving license preferred; English required (Arabic an advantage).

Skills & Competencies

  • Detail-driven, methodical, and first-time-right mindset.

  • Strong cross-trade coordination; decisive problem solving and clear RFI writing.

  • Planning around heat, humidity, dust/fog, and urban traffic constraints.

  • Clear communication and documentation discipline.

  • Team leadership of foremen/work crews; firm but fair subcontractor management.

KPIs

  • Schedule adherence on civil critical path (baseline/recovery).

  • First-pass WIR acceptance ≥ 90%rework within target.

  • Quality: NCRs closed within SLA; zero repeat NCRs.

  • HSE: zero lost-time incidents on civil scope; JHA/toolbox compliance ≥ 98%.

  • Cost & waste: variance within target; material wastage below benchmark.

  • Documentation: RFIs turnaround within SLA; as-builts always current.

Indicative Tolerances (use project specs/ITPs as final)

  • Structural grid set-out: ±5 mm; anchor bolts/embeds: ±3–5 mm.

  • Slab FFL local level: ±5 mm; slope tolerance per design.

  • Masonry wall alignment/plumb: ±5 mm in 3 m.

  • Drainage inverts: ±10 mm; external levels: ±5–10 mm vertical.

HSE & Working Conditions

  • Outdoor/site environment with heat, dust, noise; strict PPE.

  • Night/early-morning pours and inspections as needed; occasional weekends/holidays.

  • Work at height, lifting operations near cranes, and live-traffic precautions at site perimeters.
