Roles & Responsibilities

Role Purpose

Lead the planning, scheduling, and graphical site layout design for Category-3 (G+3) residential and commercial projects in Sharjah. Produce and maintain detailed site layout drawings that show the arrangement of facilities, logistics routes, temporary works, utilities, and resources, and coordinate execution plans that comply with Sharjah MunicipalitySharjah Civil Defense (SCD)SEWA, and SRTA/Police requirements—while proactively managing weather (heat, humidity, dust/fog) and traffic/permit constraints

Key Responsibilities

A) Graphical Site Layout (Primary)

  • Develop and control a scalable, layered site layout (AutoCAD/Civil 3D/Revit) for each project phase showing:

    • Site hoarding, gates, vehicle & pedestrian segregation, turn-around radii, speed control, signage.

    • Material lay-down areas, closed storage (A/C or dehumidified where required), chemicals/hazmat segregation.

    • Temporary facilities: site offices, welfare, first-aid, ablutions, prayer room, PPE stations, canteen, cooling zones.

    • Plant & equipment: crane positions and radii, hoists, pumps, generators, compressors, loading platforms, scaffold zones.

    • Temporary utilities: power distribution & boards, fuel storage, water points, drainage/sumps, lighting towers.

    • Waste management: skips/compactors, recycling zones, wheel-wash, storm-water protection/silt fences.

    • Emergency planning: muster points, fire routes/hydrants, SCD access/egress, ambulance access.

  • Set drawing standards (title blocks, revision control, north arrow, legend, coordinate system, printing scales 1:200/1:500).

  • Maintain phase-wise layouts (enabling, superstructure, envelope, fit-out) aligned to the live schedule.

B) Project Planning & Controls

  • Build the WBS and develop the baseline schedule (Primavera P6/MS Project) covering design approvals, procurement, construction, T&C, authorities, and handover.

  • Resource/cost load the program; generate S-curves and histograms; manage float and critical path.

  • Publish 2/4/6-week lookaheads that tie site layout changes to planned works and deliveries.

  • Integrate 4D planning (Navisworks/Synchro) to visualize sequence and detect logistical clashes.

C) Traffic & Permits (SRTA/Police)

  • Prepare and submit Traffic Management Plans (TMPs) with detours, flagmen posts, signage schedules, and delivery windows.

  • Secure road occupancy and heavy/oversize permits; plan escorts, alternate routes, and night/early-morning deliveries.

  • Maintain a weekly permit tracker and coordinate inspections/approvals to avoid work stoppages.

D) Weather-Aware Planning

  • Incorporate heat/humidity limits for concrete pours, waterproofing/adhesives, coatings, façade sealants; define curing windows and protection methods.

  • Establish fog/dust procedures (visibility thresholds, work stoppage/resume criteria, covered storage, clean-down).

  • Enforce midday-break and Ramadan timing adjustments in schedules and delivery plans; plan shaded off-loading/cooling areas.

E) Procurement & Construction Synchronization

  • Link long-lead items (switchgear, lifts, AHU/FAHU, aluminum & glazing, fire systems, pumps) to need-by and approval-by dates; raise early warnings.

  • Align method statements & ITPs with layout and program; coordinate lay-downs and installation sequences to avoid double handling.

F) Progress, Change & Claims

  • Run weekly planning/logistics meetings; maintain a constraints log.

  • Report EV metrics (SPI/CPI), critical path shifts, and recovery options.

  • Prepare delay analyses (TIA/Windows) with narratives aligned to FIDIC clauses.

G) HSE & Temporary Works Integration

  • Embed HSE controls in layouts: people/plant separation, lifting plans, hot-work zones, exclusion zones, edge protection, lighting.

  • Ensure temporary works (shoring, scaffolds, loading platforms) are engineered, approved, and scheduled before use.

Core Deliverables

  1. Baseline Program with narrative, calendars, codes, and resource/cost loading.

  2. Site Logistics Master Plan (phase-wise) and controlled CAD files.

  3. TMP package (drawings, method statements, permit schedule).

  4. Authority Interface Register (Sharjah Municipality, SCD, SEWA, SRTA/Police) with submission/approval SLAs.

  5. Weekly Lookahead Pack: updated layout sheets, manpower/equipment plan, delivery windows, constraints log.

  6. Monthly Dashboard: milestones, EV (SPI/CPI), risks/opportunities, NCRs from logistics, permit status.

  7. Commissioning & Handover Plan (area/system matrix, as-built & O&M trackers).

Qualifications & Experience

  • Bachelor’s in Civil Engineering (preferred) or Construction/Industrial Engineering.

  • 7–10+ years UAE experience in planning & site logistics for building projects; Sharjah Category-3 (G+3) exposure preferred.

  • Expert with Primavera P6/MS Project and AutoCAD; exposure to Revit + Navisworks/Synchro (4D) is a plus.

  • Working knowledge of Sharjah Municipality/SCD/SEWA/SRTA processes, FIDIC, TMPs, and temporary works.

  • English required; Arabic an advantage. UAE driving licence preferred.

Skills & Competencies

  • Advanced scheduling & critical-path control; practical site logistics design.

  • Clear graphical communication; disciplined CAD standards and revision control.

  • Risk management for heat, humidity, dust, fog and urban traffic constraints.

  • Stakeholder coordination (Engineering, Procurement, QA/QC, HSE, Authorities).

  • Strong reporting (S-curves, histograms, dashboards) and claim-support writing.

KPIs

  • Milestone adherence ≥ target; SPI ≥ 0.95 and CPI ≥ 0.98.

  • Zero logistics-related safety incidents; zero unapproved road occupations.

  • OTIF deliveries ≥ 95% to planned (off-peak/night) windows.

  • Permit compliance: zero fines/violations; ≥ 98% on-time approvals.

  • Layout accuracy: ≤ 5% variance between plan and as-executed logistics; zero repeat NCRs from layout clashes.

  • Forecast accuracy (time/cost) within ±10%.

Working Conditions & HSE

  • Frequent site presence; heat/dust/noise exposure; strict PPE compliance.

  • Night/early-morning and occasional weekend supervision for key pours, lifts, or deliveries.

  • Enforce MOHRE midday-break and SCD access/egress at all times.

Drawing Pack — Minimum Contents (Category-3 G+3)

  • L-01 Master Site Layout (1:500): hoarding, gates, pedestrian/vehicle flows, emergency routes.

  • L-02 Logistics Phase A/B/C (1:500): lay-downs, closed storage, welfare, temporary utilities.

  • L-03 Crane/Hoist & Lifting Plan (1:200): radii, capacities, exclusion zones, tie-in heights.

  • L-04 TMP – Road Interface (1:500): signage, diversions, flagmen posts, delivery windows.

  • L-05 Emergency & Fire Access (1:500): SCD routes, hydrants, muster points.

  • L-06 Environmental Controls (1:500): wheel-wash, silt traps, dust suppression, waste zones.
