Job Title: Metering Engineer
Job Summary:
The Metering Manager oversees all metering operations, including installation, calibration, maintenance, and compliance, ensuring accurate and reliable measurement systems across the organization. This role involves managing a team of engineers and technicians, developing strategic plans, optimizing processes, and ensuring alignment with international standards and organizational goals. The Metering Manager acts as a key liaison between internal teams, clients, and regulatory bodies.
Key Responsibilities:
Leadership and Team Management:
- Manage and lead a team of metering engineers and technicians, providing guidance, mentorship, and performance evaluations.
- Define roles and responsibilities, allocate resources, and set performance objectives for the metering team.
- Foster a culture of continuous improvement, technical excellence, and collaboration within the team.
Strategic Planning and Operations:
- Develop and implement strategic plans for metering operations, ensuring alignment with organizational goals.
- Oversee the scheduling, execution, and monitoring of all metering activities, including installations, calibrations, and troubleshooting.
- Optimize resource utilization, ensuring the availability and reliability of tools, equipment, and personnel.
Compliance and Quality Assurance:
- Ensure all metering operations adhere to international standards such as API, ISO, and AGA, as well as organizational quality protocols.
- Lead internal and external audits, addressing non-conformities and implementing corrective actions.
- Develop and monitor key performance indicators (KPIs) to measure and improve metering accuracy and efficiency.
Process Optimization and Innovation:
- Evaluate and optimize metering workflows to enhance accuracy, reduce costs, and improve operational efficiency.
- Introduce advanced metering technologies, tools, and automation to drive innovation and improve reliability.
- Stay updated on industry trends and incorporate best practices into metering operations.
Documentation and Reporting:
- Oversee the preparation and maintenance of detailed metering records, calibration certificates, and compliance reports.
- Provide actionable insights and recommendations based on metering performance data and analyses.
- Ensure all documentation is audit-ready and meets regulatory and organizational standards.
Stakeholder Engagement:
- Act as the primary point of contact for metering-related matters, liaising with clients, vendors, and regulatory authorities.
- Communicate operational updates, challenges, and outcomes to senior management and other stakeholders.
- Represent the organization in industry forums, conferences, and client meetings.
Health, Safety, and Environment (HSE):
- Develop and enforce safety protocols for metering operations, ensuring compliance with HSE standards.
- Conduct regular risk assessments and implement measures to mitigate hazards associated with metering activities.
- Promote sustainable practices, ensuring compliance with environmental regulations.
Skills and Knowledge Required:
- Comprehensive knowledge of metering principles, including flow, pressure, and temperature measurement.
- Expertise in operating, maintaining, and troubleshooting advanced metering devices such as ultrasonic flow meters, coriolis meters, and turbine meters.
- Strong understanding of quality standards (e.g., ISO 17025, ISO 9001, API, AGA) and regulatory compliance requirements.
- Proficiency in resource planning, team management, and project coordination.
- Familiarity with metering management software, automation tools, and advanced analytics.
Educational Qualifications:
- Bachelor’s or Master’s degree in Instrumentation Engineering, Electronics Engineering, Mechanical Engineering, or a related technical field.
- Advanced certifications in metering, flow measurement, or related fields (e.g., ISO 17025 Lead Auditor) are highly desirable.
Key Focus Areas:
- Process Control in Drilling, Refining, and Extraction: Leading and managing the implementation and optimization of metering systems across large-scale drilling, refining, and extraction operations, ensuring high levels of accuracy, performance, and process control efficiency.
- SCADA Systems for Pipeline Management: Overseeing the integration, performance, and optimization of metering devices within SCADA systems, ensuring the alignment of technology, safety, and regulatory requirements while driving improvements in pipeline management and operational efficiency.
- Safety and Emergency Shutdown Systems: Managing the strategic planning, development, and maintenance of metering systems used in safety and emergency shutdown systems, ensuring their full compliance with safety regulations and operational reliability in critical situations.
- Environmental and Regulatory Compliance: Ensuring that metering systems adhere to all relevant environmental and regulatory standards, leading efforts to maintain compliance through audits, reviews, and the implementation of corrective actions as necessary.
- Team Leadership and Cross-Functional Collaboration: Leading and mentoring the metering engineering team, providing guidance, setting goals, and promoting professional growth. Collaborating with other departments and senior leadership to align metering strategies with broader organizational objectives, optimizing resources, and driving innovation.
- Strategic Planning and Continuous Improvement: Driving continuous improvement initiatives for metering system performance, reducing operational costs, enhancing system reliability, and implementing innovative technologies to improve the overall quality and effectiveness of metering solutions across the organization.
Experience:
- 10+ years of experience in metering operations, with at least 3-5 years in a managerial role.
- Proven track record of managing teams, driving process improvements, and ensuring compliance with industry standards.
Tools and Equipment:
- Advanced metering tools, including ultrasonic flow meters, coriolis meters, signal analyzers, and data acquisition systems.
- Proficiency in metering management software and statistical analysis tools (e.g., Minitab, SPC).
