Roles & Responsibilities

The Mid-Level Instrument Planning and Material Controller is responsible for managing instrumentation materials, supporting planning activities, and ensuring timely availability of materials to meet project schedules. The role involves coordination between engineering, procurement, warehousing, and site execution teams, ensuring materials are tracked, documented, and utilized efficiently.


Key Focus Areas & Responsibilities:

1. Material Planning & Forecasting

  • Develop and maintain material requirement plans (MRP) based on IFC drawings, MTOs, and construction schedules.

  • Monitor material lead times, identify procurement bottlenecks, and flag shortages in advance.

  • Track usage trends and forecast material needs for upcoming construction phases.

2. Inventory Control & Site Coordination

  • Maintain accurate records of instrumentation material inventory (cables, transmitters, JB, fittings, tubing, etc.).

  • Coordinate material movement between warehouse and site based on construction priorities.

  • Ensure proper issue tracking through Material Issue Vouchers (MIV) and return records.

3. Material Take-Offs (MTOs) & Reconciliation

  • Review and update Material Take-Offs (MTOs) based on drawing revisions, redlines, and field conditions.

  • Support periodic material reconciliation and align field usage with project estimates.

  • Highlight discrepancies or overconsumption to the engineering and procurement teams.

4. Procurement & Vendor Coordination

  • Follow up on Purchase Orders (POs) and coordinate delivery schedules with vendors and procurement.

  • Ensure materials meet quality and specification requirements in coordination with QA/QC and inspection teams.

  • Expedite delivery of critical and long-lead instrumentation items.

5. Planning Support & Reporting

  • Assist the planning team with progress measurement related to instrumentation scope (e.g., % material delivered, % installed).

  • Generate daily, weekly, and monthly reports on material status, shortages, consumption, and delivery performance.

  • Use tracking systems or spreadsheets to maintain visibility on material flow and project alignment.


Key Skills & Competencies:

  • Strong understanding of instrumentation systems and related materials.

  • Proficiency in Excel, and experience with ERP systems (SAP, Oracle, SmartPlant Materials, etc.) is preferred.

  • Familiarity with P&IDs, hook-up drawings, cable schedules, and layout drawings.

  • Effective communication and coordination across engineering, procurement, and construction teams.

  • Ability to manage material documentation and reporting in a fast-paced project environment.


Qualifications:

  • Diploma or Bachelor's Degree in Instrumentation / Electrical Engineering / Industrial Engineering

  • 2–5 years of experience in instrumentation material planning or material control roles

  • Previous experience in EPC, oil & gas, energy, or industrial construction projects preferred
