Roles & Responsibilities

Role Purpose

Plan, secure, and manage all authority NOCs/permits and utility connections from design through handover, ensuring the plot’s power, water, sewer/stormwater, telecom, and access works are approved, constructed, inspected, and commissioned on programme—while complying with UAE/Sharjah requirements and accounting for weather and traffic/logistics constraints.


Scope of NOCs & Permits (typical for G+3)

  • Utility clearances & tie-ins: LV power service/metering, potable water connection/metering, sewer/stormwater lateral approvals, telecom ducting & service.

  • Road/traffic: road cutting & reinstatement, detours/closures, crane/pump placements, night-work permissions.

  • Excavation/trenching: permit to dig, utility locates, protection/diversions.

  • Waste & site operations: construction waste registration/collection, skip locations.

  • Finals: completion/handover letters, connection activations, meter energization.


Key Responsibilities

1) Pre-Design Due Diligence

  • Collect base data: as-built utility maps, existing service capacities, connection points, and utility setbacks/wayleaves.

  • Lead utility detection/locates and coordinate trial pits/survey where needed.

  • Advise design team on corridor routes, crossing methods, clearances, and trench sections.

2) Submissions & Approvals

  • Prepare and submit NOC packages (drawings, method statements, traffic management plans, reinstatement details, load/calcs) to relevant authorities.

  • Track comments, manage re-submissions, and maintain a live authority tracker with target/actual dates and dependencies.

  • Obtain material approvals for ducts, chambers, valves, cables, and reinstatement materials per authority standards.

3) Trenching, Road Works & Traffic Management

  • Secure permits for road cutting/occupancy, barricading, signage, lighting, and night/off-peak working when required.

  • Coordinate with SRTA/Police and the consultant on Traffic Management Plans (TMPs) and detours; ensure banksmen and access for emergency vehicles.

  • Schedule works to minimize disruption to neighbors, schools, mosques, and businesses.

4) Utility Protection, Diversions & Tie-ins

  • Plan and supervise utility protection (sleeves, concrete encasement, offsets) and minor diversions where approved.

  • Coordinate shutdowns/tie-ins with utility providers; ensure method statements, isolations, and contingency plans are in place.

  • Verify trench bedding/backfill, compaction, duct proving, mandrelling, and cable pulling tests as applicable.

5) Connections, Metering & Commissioning

  • Manage meter applications, inspections, and energization/activation appointments (power/water/telecom).

  • Witness pressure/leak tests, continuity & insulation tests, and any CCTV/mandrel tests for ducts/drains.

  • Close snag lists and secure connection/activation letters.

6) Documentation, Records & Handover

  • Maintain NOC registers, permits, correspondence, and approvals; control drawings/transmittals with Document Control.

  • Compile as-builts, test certificates, reinstatement approvals, and final authority letters for handover.

  • Keep daily logs: crew/plant, trench length opened/closed, inspections passed, reinstatement quantities.

7) HSE & Compliance

  • Enforce permit-to-dig, buried services briefings, and exclusion zones; coordinate gas testing/confined-space controls for manholes.

  • Ensure compliant barricading, lighting, and pedestrian management; integrate with project HSE plan.


Weather & Traffic Considerations (Sharjah/UAE)

  • Heat & Humidity:

    • Schedule trenching/tie-ins early morning/evening; comply with MOHRE summer midday break.

    • Implement heat-stress controls (hydration, shade, rotations); monitor asphalt temperature for proper reinstatement.

  • Dust/Sand:

    • Use dust suppression (water carts), cover stockpiles/truckloads, and protect nearby properties; keep chambers/ducts clean before tests.

  • Occasional Rain/Flash Water & Coastal Effects:

    • Provide temporary drainage/sumps; protect trench faces and backfill from erosion; inspect after rain before reinstatement.

    • Use corrosion-resistant hardware where specified near coastal influence.

  • Traffic & Access:

    • Prefer off-peak/night works for crossings; coordinate deliveries and diversions around school/prayer hours.

    • Maintain two-way or controlled one-way flow per TMP; ensure SRTA/Police permits are current and displayed.


Qualifications & Experience

  • Diploma/Bachelor’s in Civil/Infrastructure/Construction Management (or equivalent).

  • 7–10+ years UAE/GCC experience obtaining utility NOCs/permits and managing trenching/road reinstatement on building projects.

  • Proven liaison with Sharjah Municipality, SEWA, SRTA/Police, Etisalat/e&/du, Bee’ah.

  • Strong reading of utility drawings, TMPs, and reinstatement specs; competent with MS Office/Excel trackers; AutoCAD (read/mark-up).

  • Roads reinstated to authority standard on first submission.

  • Connection/activation (power/water/telecom) achieved to programme.
