Job Description

Roles & Responsibilities

Role Purpose

Plan, implement, and monitor the site Health, Safety & Environment (HSE) system so all construction activities are executed incident-free, compliant, and on programme—tailored to Category-3 G+3 works and Sharjah’s climate and logistics.

Key Responsibilities

   HSE Planning & Compliance

  • Develop the Project HSE Plan, Emergency Response Plan, and task-specific Risk Assessments (HIRA/JSA).

  • Establish and manage the Permit-to-Work system: hot work, working at height, lifting, confined space, electrical LOTO, excavation/road-cut.

  • Ensure compliance with UAE Labour Law/MOHRE requirements, Sharjah Municipality, SCD, and client specifications.

   Site Inspections & Audits

  • Conduct daily HSE walks and weekly formal audits (scaffolds/MEWPs, edge protection, housekeeping, access/egress, temporary electrics, lifting gear).

  • Verify scaffold tagging/inspections, lifting plans & operator certifications, and equipment pre-use checks.

  • Issue observations/NCRs, track close-out, and verify effectiveness of controls.

   Training, Induction & Communication

  • Deliver HSE inductions, daily/weekly Toolbox Talks, and task briefings.

  • Appoint & coach Fire Wardens, First Aiders, and Banksmen; run emergency drills (evacuation, fire, medical, entrapment).

  • Promote near-miss reporting and positive safety culture.

   Incident Management

  • Lead incident/near-miss investigations, root-cause analysis, and corrective/preventive actions; maintain statutory & client reporting.

  • Maintain up-to-date logs of man-hours, incidents, and leading indicators (inspections, observations, trainings).

    Contractor & Workface Control

  • Pre-qualify subcontractors’ HSE; review JSA/Method Statements and permits; verify competency cards/licenses.

  • Coordinate interfaces (formwork, rebar, concrete, masonry, MEP, façade, fit-out) to minimize simultaneous-operations risk.

   Emergency Preparedness & Fire Safety

  • Ensure muster points, signage, and emergency lighting are maintained; inspect extinguishers, hose-reels, and access routes.

  • Liaise with SCD/Consultant for fire safety readiness and cause-and-effect demonstrations.

   Welfare, Environmental & Hygiene

  • Enforce sanitary facilities, drinking water/ice, shaded rest areas, and clean canteens.

  • Implement dust, noise, and waste controls; manage spill kits, chemical MSDS, and segregation of waste/skip handling (Bee’ah interfaces if applicable).

Weather & Traffic Considerations (Sharjah/UAE)

  • Heat & Humidity (critical):

    • Implement MOHRE summer midday break and Heat-Stress Management (WBGT/heat index monitoring, work-rest cycles, hydration, shaded recovery, acclimatization, electrolyte plans).

    • High-temperature controls for bitumen works, hot metals, adhesives/paints; schedule heavy lifts/roof works early morning/evening.

  • Dust/Sand:

    • Dust suppression (water carts), tool extraction for cutting/grinding, sealed storage for sensitive equipment; eye/respiratory PPE and wind-breaks where feasible.

  • Occasional Rain/Flash Water & Coastal Effects:

    • Temporary drainage/sumps, anti-slip measures, electrical protection (RCDs/IP enclosures), re-inspection of scaffolds/edges after rainfall; corrosion-resistant fixings where specified.

  • Traffic & Logistics:

    • Enforce Traffic Management Plan: one-way routes, speed limits, banksmen, reversing alarms, pedestrian segregation, spotters at blind spots.

    • Coordinate SRTA/Police permits for road occupation, pump/crane setups; plan off-peak/night deliveries; keep emergency access and inspection routes clear.

Authorities & Documentation

  • Maintain HSE registers: inductions, permits, inspections, scaffolds, lifting gear certifications, equipment PAT, first-aid/incident logs, PPE issuance, chemical inventory.

  • Prepare weekly/monthly HSE reports with KPIs, trend charts, and action trackers; support client/authority audits and SCD visits.

Qualifications & Experience

  • Degree/Diploma in Engineering or Occupational HSE; NEBOSH IGC (minimum) or equivalent certification.

  • 5–8+ years HSE experience on building projects (UAE/GCC preferred), including low/mid-rise RC frames and fit-out.

  • Competent in PTW systems, scaffolding basics, lifting operations, electrical safety/LOTO, confined space, and fire safety.

  • Strong English communication; Arabic/Urdu/Hindi an advantage. Valid UAE driving licence preferred.

Tools & Equipment (Typical)

WBGT/heat-stress or heat index monitor, gas detector (confined space), sound level meter, lux meter, vibration tester (as needed), PAT tester, first-aid kits & AED, calibrated RCD tester, harness/lanyards, barricades & signage, fire extinguishers, spill kits, camera/tablet for reports.
