Job Title: HSE Manager
Job Summary:
The HSE Manager is responsible for leading and overseeing all aspects of the health, safety, and environmental (HSE) programs within the organization. This role involves developing strategic plans, ensuring compliance with regulatory requirements, managing HSE teams, and driving continuous improvement initiatives to create a safe and sustainable working environment. The HSE Manager collaborates with senior leadership to align HSE objectives with organizational goals.
Key Responsibilities:
Strategic Leadership and Management:
- Develop, implement, and manage comprehensive HSE policies, programs, and systems that align with organizational objectives and industry standards.
- Lead the development of HSE goals and KPIs, ensuring their integration into operational planning.
- Supervise and mentor a team of HSE engineers and professionals, providing technical guidance and fostering professional growth.
Compliance and Regulatory Oversight:
- Ensure the organization complies with local, national, and international HSE regulations and standards (e.g., ISO 45001, ISO 14001, OSHA).
- Lead internal and external audits, addressing findings and implementing corrective actions to ensure compliance.
- Act as the primary liaison with regulatory bodies, clients, and contractors on all HSE matters.
Risk Assessment and Incident Management:
- Oversee the development and implementation of risk assessment processes to identify and mitigate workplace hazards.
- Lead investigations into significant incidents, accidents, and near-misses, performing detailed root cause analyses and overseeing preventive measures.
- Analyze incident and risk trends, developing strategic solutions to reduce workplace hazards and improve safety performance.
Training and Awareness:
- Design and deliver organization-wide HSE training programs, ensuring employees and contractors understand safety protocols and environmental practices.
- Promote a culture of safety and sustainability through engagement campaigns and leadership initiatives.
- Ensure HSE team members and employees are informed of regulatory updates and best practices.
Process Improvement and Sustainability:
- Drive continuous improvement initiatives to enhance safety performance, reduce risks, and improve environmental sustainability.
- Evaluate and integrate emerging technologies and best practices to optimize HSE operations.
- Collaborate with cross-functional teams to incorporate HSE considerations into operational and project planning.
Stakeholder Collaboration and Reporting:
- Communicate HSE performance, challenges, and recommendations to senior leadership through detailed reports and presentations.
- Collaborate with internal teams, contractors, and clients to address HSE requirements and ensure alignment on safety goals.
- Represent the organization in industry forums, regulatory discussions, and external audits.
Skills and Knowledge Required:
- Advanced knowledge of HSE management systems, including ISO 45001, ISO 14001, and OSHA regulations.
- Expertise in risk assessment, incident investigation, and root cause analysis methodologies.
- Strong understanding of environmental compliance, sustainability practices, and waste management.
- Proficiency in HSE management software and tools for tracking, monitoring, and reporting.
- Exceptional leadership and decision-making skills to drive safety culture and manage cross-functional teams.
Educational Qualifications:
- Bachelor’s or Master’s degree in Environmental Engineering, Occupational Health and Safety, Mechanical Engineering, or a related technical field.
- Advanced certifications, such as NEBOSH International Diploma, ISO 45001 Lead Auditor, or CSP (Certified Safety Professional), are highly desirable.
Key Focus Areas:
- Process Control in Drilling, Refining, and Extraction: Managing HSE strategies for large-scale operations, ensuring safety, environmental protection, and regulatory compliance in process control systems across drilling, refining, and extraction.
- SCADA Systems for Pipeline Management: Overseeing the implementation of HSE protocols for SCADA systems in pipeline management, driving continuous improvement initiatives to enhance system safety and compliance.
- Safety and Emergency Shutdown Systems: Leading teams in the development, testing, and continuous enhancement of safety and emergency shutdown systems, ensuring adherence to global safety standards.
- Environmental and Regulatory Compliance: Leading HSE compliance programs at an organizational level, managing audits, risk assessments, and ensuring the company meets or exceeds environmental and regulatory standards.
Experience:
- 10+ years of experience in HSE management or a related field, with at least 3-5 years in a managerial role.
- Proven track record of successfully implementing and managing large-scale HSE programs and initiatives.
Tools and Technologies:
- Advanced safety monitoring and environmental compliance systems.
- Proficiency in HSE management software, such as Enablon or Intelex, and data analytics tools.
