Own the end-to-end authority approvals for Fire & Life Safety (FLS) and act as the single point of contact with Sharjah Civil Defense—from design submissions and material approvals to testing, integrated cause-and-effect, and final SCD approval—ensuring code compliance, transparent documentation, and on-programme delivery suited to Sharjah’s climate and logistics.
Build and maintain an approvals matrix (what, who, when) covering SCD and Municipality touchpoints; define critical path to final approval.
Prepare, submit, and track shop drawings & material approvals; coordinate timely responses to SCD/consultant comments and resubmissions.
Align design compliance with UAE Fire & Life Safety Code and project standards (NFPA/EN/BS as specified).
Lead FLS readiness walks: verify firestopping, fire door hardware & seals, device heights/spacing, pump/tank installations, emergency/exit lighting, signage and egress.
Close gaps with discipline leads; raise RFIs for conflicts (e.g., penetrations in rated walls, pressurization routes, door hold-open logic).
Plan and chair pre-inspection and witness tests:
FA point-to-point, loop integrity, panel logic/programming.
Fire pumps (duty/standby/jockey): auto start, performance curves, alarms.
Emergency/exit lighting duration & lux spot checks.
Integrated tests: detector/call point → alarms/PA → door releases → lift recall (if any) → fans/pressurization/dampers → pump start.
Compile sign-off packs and rectify snags promptly.
Book SCD/consultant visits, ensure access, safety, and witnessing teams are present; brief crews on inspection protocols.
Maintain professional communication with SCD officers; record minutes, action lists, and closure evidence.
Control as-built FLS drawings, device addresses/zones, pump test curves, battery calculations, emergency lighting logs, extinguisher schedules.
Assemble O&M manuals, training plans, spare parts lists; obtain final SCD approval and deliver to client.
Issue weekly authority tracker (submissions, comments aging, inspections, risks/mitigations).
Escalate blockers early (material substitutions, long-lead clearances, re-test windows).
Enforce safe demonstrations (live alarms, pump runs, fan tests); coordinate LOTO and exclusion zones.
Verify labels, ratings, and certificates match approvals; prevent unauthorized material swaps.
Heat & Humidity
Schedule roof/pump-room and outdoor device works early morning/evening; comply with MOHRE summer midday break.
Ensure plant/electrical rooms meet ventilation/ambient limits for panels, batteries, and controllers; expect extended cure/setting times for sealants/adhesives.
Dust/Sand
Keep FA devices and panels covered until late stage; clean detectors, sirens, and pump strainers before T&C; protect open ductwork.
Occasional Rain/Coastal Influence
Weatherproof external beacons/sirens/JBs; check pits/tank rooms for ingress and sump operation; specify corrosion-resistant fixings where required.
Traffic & Logistics
Plan off-peak deliveries for cylinders/pumps/tanks and for hose/flow tests; arrange SRTA/Police permits if curbside access or hydrant testing affects public roads; keep inspection routes clear.
Bachelor’s/Diploma in Mechanical/Electrical/Fire Engineering (or equivalent).
7–10+ years FLS authority liaison/T&C experience (min 3 years UAE/GCC), with successful SCD approvals on residential/commercial projects.
Working knowledge of UAE Fire & Life Safety Code, FA programming basics, pump controller sequences, emergency/exit lighting requirements, and door/egress compliance.
Strong documentation & stakeholder skills; English required (Arabic an advantage). Valid UAE driving licence preferred.
Laptop with submission portals, FA programmer/dongle (with vendor), multimeter (basic), sound level meter, stopwatch for duration tests, labeler, camera/tablet for evidence, PPE (harness, helmet, gloves, eyewear).
