Plan, coordinate, install/oversee, test, document, and obtain Sharjah Civil Defense approvals for all Fire & Life Safety systems for a Category-3 G+3 building—ensuring compliance with the UAE Fire & Life Safety Code, project specs, and SCD requirements—while accounting for local weather and traffic/logistics constraints.
Fire Alarm (addressable), Emergency Voice/PA (if required), Exit & Emergency Lighting
Firefighting: wet riser/landing valves, hose reels, fire pump set & jockey, water storage tank, portable extinguishers
Smoke Control/Pressurization (for stair/lobby if specified)
Kitchen hood suppression (if applicable) and LPG interfaces (if present)
Signage & Egress Marking, Firestopping at services penetrations
Prepare and submit Authority packages to SCD (and Municipality where relevant): fire alarm & firefighting drawings, hydraulic calculations, cause-&-effect matrix, pump room layout, tank details, device layout, battery/autonomy calculations, pressurization calculations (if any).
Obtain material approvals (UL/FM/EN-listed equipment) and shop drawing approvals; track comments and re-submissions.
Coordinate with Architectural/MEP to maintain fire compartments, rating of doors/partitions, dampers, and penetrations; raise RFIs for conflicts.
Verify vendor certifications and lead kickoff/toolbox meetings with FA/FF teams.
Ensure installation per approved drawings and manufacturer standards: device spacing/heights, cable type/routing, zoning/loop integrity, pump suction/discharge, test headers, valve rooms, hose reel coverage, extinguisher selection/placement.
Enforce firestopping details at all penetrations; maintain compartmentation and door hardware/closers.
Develop T&C plan: point-to-point testing, loop/earth tests, continuity & insulation tests, pump performance (duty/standby/jockey), tank test, flow/pressure tests, valve functional tests.
Conduct integrated cause-&-effect testing: device activation → panel logic → PA/alarms → pumps/dampers/fans/pressurization → door releases → lifts recall (if any).
Arrange any third-party inspection/testing required by SCD; close snags promptly.
Compile as-built drawings, O&M manuals, test certificates, calibration sheets, pump test curves, device lists, zoning maps, battery calculations, training records for building staff, and spare parts lists.
Prepare and submit Completion/Final Approval dossier to SCD; attend inspections until Final Civil Defense Approval is issued.
Maintain an authority tracker (submission dates, comments, meetings, inspections).
Coordinate appointment bookings and site readiness with SCD; ensure access, witnessing team availability, and safety provisions during inspections.
Implement method statements/ITPs; maintain MIR/WIR records; ensure only approved materials are installed.
Lead HSE practices around hot-works, pressure testing, working at height, electrical isolation/LOTO, and confined spaces (tanks/shafts).
Train client/FM teams on system operation, weekly/monthly checks, and emergency procedures.
Support Defects Liability Period call-outs and re-inspections as needed.
Heat & Humidity:
Schedule rooftop/pump room outdoor works early morning/evening; comply with MOHRE summer midday break.
Protect panels, batteries, pumps, and cables from heat; verify IP ratings and ventilation in pump/electrical rooms; extend curing/setting times for sealants/adhesives.
Dust/Sand:
Keep FA devices covered until late stage; clean before T&C; protect open ductwork and pump strainers; include filter changes before final tests.
Occasional Rain/Coastal Effects:
Weatherproof external sirens/beacons and junction boxes; protect tank/pump room penetrations; use corrosion-resistant fixings where specified.
Traffic & Logistics:
Plan off-peak or night deliveries for cylinders/pumps/tanks; coordinate SRTA/Police permits for roadside testing or hydrant flow tests; ensure clear access for SCD vehicles during inspections.
Company holding valid Sharjah Civil Defense contractor/classification (or partner arrangement) with named qualified engineer(s).
Lead Engineer: Bachelor’s in Mechanical/Electrical Engineering; 7–10+ years Fire & Life Safety experience with 3+ years in UAE/GCC.
Demonstrated approvals track record with SCD; deep knowledge of UAE Fire & Life Safety Code, NFPA/BS/EN as specified.
Proficiency with FA programming tools, pump controller setup, hydraulic calculations, and integrated testing procedures.
English required; Arabic an advantage. Valid UAE driving license.
Authority liaison & approvals management
Integrated T&C leadership and root-cause troubleshooting
Code compliance & meticulous documentation
Multi-trade coordination (MEP/architecture/doors/ELV)
Client training and DLP responsiveness
Shop/material approvals obtained within programme (first/second submission).
First-time pass rate on pre-inspections ≥ target; minimal SCD comments at final inspection.
All FA/FF systems commissioned to spec; zero critical NCRs.
Final Civil Defense Approval achieved on or before contractual milestone.
Complete, accurate as-builts/O&M accepted on first submission.
