Boiler Plant Supervisor – Water Utilities

Job Description

Roles & Responsibilities

The Senior Boiler Plant Supervisor oversees the safe, efficient, and compliant operation of boiler systems supporting water utility operations. This leadership role is responsible for supervising technical teams, optimizing plant performance, managing compliance with environmental and safety regulations, and driving continuous improvement in steam generation and thermal energy efficiency. The position plays a critical role in supporting water treatment and distribution by ensuring reliable boiler plant operations.

Key Responsibilities:

  • Lead and manage the daily operations of boilers, steam turbines, feedwater systems, condensate recovery units, and auxiliary equipment.

  • Ensure all plant operations meet ASME Section I, NBIC, and local boiler safety code requirements.

  • Direct and coordinate preventive and predictive maintenance programs, and manage unplanned repairs with minimal impact to operations.

  • Analyze boiler performance metrics (fuel consumption, pressure, temperature, emissions) to identify and implement efficiency improvements.

  • Lead root cause analysis for equipment failures and initiate corrective actions.

  • Supervise, train, and evaluate the performance of plant operators, technicians, and junior supervisors.

  • Serve as the primary liaison with regulatory bodies for inspections, audits, and compliance reporting.

  • Collaborate with engineering and procurement teams on boiler system upgrades, retrofits, or overhauls.

  • Monitor water treatment and feedwater quality to protect boilers from scaling and corrosion.

  • Oversee the implementation of digital systems (e.g., SCADA, CMMS) for performance tracking and predictive analytics.

  • Manage inventory of spare parts, consumables, and critical maintenance supplies.

  • Contribute to strategic planning for utility resilience, capacity expansion, and sustainability.

🎯 Key Focus Areas:

  1. Regulatory Compliance and Risk Mitigation

    • Ensure full compliance with boiler operation codes, safety protocols, and environmental standards, reducing risk and avoiding penalties.

  2. Operational Reliability and Plant Availability

    • Maximize boiler uptime through robust maintenance planning, system monitoring, and staff readiness.

  3. Energy Efficiency and Optimization

    • Drive performance improvement through fuel-to-steam ratio optimization, combustion control, and waste heat recovery initiatives.

  4. Team Leadership and Development

    • Mentor and lead a multidisciplinary operations team, promoting technical skill development and high safety standards.

  5. Strategic Utility Integration

    • Align boiler plant operations with broader utility goals, such as decarbonization, cost efficiency, and water treatment reliability.

📘 Qualifications:

  • Bachelor’s degree in Mechanical Engineering, Power Engineering, or related discipline; advanced certifications (e.g., First-Class Boiler Operator, ASME/NBIC) preferred.

  • 8+ years of experience in boiler plant operations, with 3+ years in a supervisory or senior leadership role.

  • In-depth knowledge of high-pressure steam systems, boiler design and controls, fuel systems, and water chemistry.

  • Proven experience managing large utility or industrial boiler systems in a water or power generation environment.

  • Strong leadership, project management, and regulatory liaison skills.

  • Familiarity with SCADA, DCS, and CMMS platforms.
